AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just over a week before national elections.
Study Shows Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator noted in a report released ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input precisely aligns with the positions of these political entities, the study pointed out.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”
Voting Background and Party Dynamics
The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the showing of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
All major parties have ruled out an alliance with the PVV, meaning the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
